But what's that in the background? Half a DIN rail? *headscratch*

Yes, it is half of a Top Hat profile DIN Rail, Ragnar.
Pretty much, the busbar and the rail hold the breakers in place.
They don't make these boards anymore, which is good, they used to be a real shock hazard.
