The only thing of relevance here may be the electrical box, which was used for the wrong purpose. This is MPO (Main Point of Entry) for ATT telephone wiring. The cable runs underground, up through the wall, into this box. Because of moisture damage, the cable was cut, removing the lighting arrestor panel, and all the pairs were "spliced" together. Note the corrosion on the punch down blocks. An engineer came out to see this, and then claimed it was "The Customer's responsibility to pay for the repairs". Not so said my associate to the engineer, it's ATT responsibility and he then mentioned to the Engineer that the PUC would think differently... You can just hear the ATT Engineer wetting himself over the phone haha!
