Me and some utility company persons and the head electreical reviewer for the inspection department met with a contractor to discuss a proposal to refeed the service from the transformer and install utility company meters to replace the sub meters and went outdoors to look at the service equipment and found on one of the services a piece of indoor switchgear sitting outside as service entrance equipment for apartment feeders that has a homemade welded sheet tin covering over it, a homemade trough over the feeder cables, and some rigged up doors on the front to make it a 3-R enclosure. This switchgear has the deadfront missing , as well as no division between the protedted and unprotedted wiring , and the worst of all a bar is mounted over the breaker handles where they cannot be reached in an emergency. we stood our ground and told them the service equipment will have to be replaced and brought to code. we did not go inside the building, since we was only concerned with the service, but the head reviewer found many other violations, so wedont know if the owner will want to sink money in these apaerments or forclose and walk away. The way the buildings look they will make good bulldozer food.
